Schrödinger's Parliament.

If Parliament is prorogued, Harper might be said to both maintain the confidence of the house and not maintain it. If the box is opened and Parliament sits, the simultaneous dual-state ends.

Disappearing Parliament into "the box" has the political virtue of allowing for parliamentary confidence to exist in both states at once, avoiding the consequences of the less-politically-desirable-for-the-CPC (and more likely) of the two. After all, isn't that the job of government: to cease its own functioning for the machiavellian good of party-power-preservation?
